
Expert for the compilation of internal regulation for psycho-social services within the Early Intervention and Education Program
DSK as a national, multi-ethnic organization, its mission is to increase the dignity of individuals with Down syndrome and their families, advocating and lobbying for their rights and respecting these rights, in order to improve the quality of life and fully inclusion in society for individuals with Down syndrome.
Introduction
General Information
Established on March 4, 2007, DSK is non-governmental organization, with status association, founded by parents of the children and persons with Down syndrome (SD).
DSK as a national, multi-ethnic organization, its mission is to increase the dignity of individuals with Down syndrome and their families, advocating and lobbying for their rights and respecting these rights, in order to improve the quality of life and fully inclusion in society for individuals with Down syndrome.
DSK is situated in five (5) regions in the Republic of Kosovo: Prishtina, Prizren, Ferizaj, Gjakovë, Mitrovicë.
DSK reached to mobilize 920 families and its member, to organize initiative about the promotion of the rights of individuals with Down syndrome and persons with disability, to provide professional services which affect the welfare and the improvement of the life standard.
DSK coordinated local coalition of eight (8) NGOs for person with disability, called OKTAGON. Down Syndrome Kosova is member of European Down Syndrome Association (EDSA) and Down Syndrome International, these two organizations includesindividuals and organizations all over the world and engages to improve the life quality for individuals with Down syndrome in all over the world and to promote their rights for acceptance and inclusiveness.
During these years, DSK reached to build up cooperation with many state institution as Ministry if Education, Science and Technology; Social Welfare Ministry; municipality of Pristina; of Prizren; of Ferizaj; of Gjakova; of Mitrovica. Also collaboration with the Clinical University Center of Kosovo, Department of Genetics and Gynecology and private clinics and laboratory which operates in Kosovo.
Objective
Down Syndrome Kosova is seeking to engage an expert to compile internal regulation for psycho-social services within the Early Intervention and Education Program.
Necessary qualification:
- Knowledge in the field of psycho-social services for children with intellectual and developmental disabilities, focus children with Down syndrome
- Knowledge about the human resources
- University diploma in social sciences
- Master qualification
- Experience on the compilation of similar documents
- Professional/non-formal education in this field is an advantage;
- Documentation of work experience in the provision of this service
- Knowledge about the international and country context and the principles of the provision of psycho-social for people with intellectual disabilities;
- High analytic and communicative skills
Tasks and Responsibilities:
From the recruit expert is expected to:
- Collaborate with the Coordinator of Early Intervention and Education Program during data gathering ;
- Analyze for a period of 4 days the direct work during the provision of therapeutic services in DSK Centers (Prishtinë, Ferizaj, Mitrovicë, Prizren)
- Interview therapeutic staff which provide therapeutic services with DSK Centers, in 4 municipalities in Kosovo
- Compile draft-document and to send it to DSK for comments
- Incorporate all the relevant DSK comments and to re-send the addressed draft-document
- Prepare and to present all the requests based on the plan and based on the quality and expected standard.
From Down Syndrome Kosova is expected to:
- Supervise and support all the engagement process from the beginning until the completion, when it will be necessary and based on the agreement
- Provide data which are necessary for the compilation of the document
- Ensure that the comments given by DSK on the draft-document will be included fully in the final draft-document.
Engagment of expert:
The expert will be engaged by service contract from Down Syndrome Kosova. In this contract in a specific way will be defined the points which are not included in this document.
Payment Conditions:
The payment of the expert will be based on the conditions of service contract which will be prepared from Down Syndrome Kosova and it will be signed from the expert. The payment will be done through bank transaction in Euro valute. The payment will be done after finishing successfully the compilation of the document.
Based on Kosovo laws, Down Syndrome Kosova is obliged to do the payment of taxes (pension) from 10% of bruto amount, while for persons who belongs to non-resident entities, and don’t have permanent units in Kosovo the retention rate is 5%.

- A draft proposal about work methodology for this commitment, including the planning of methodology development;
- A letter which includes the expertise and experience in the compilation of similar documents;
